Chief of Crisis Services
Job Description
Under the general supervision of the Chief Executive Officer of the Detroit Wayne Integrated Health Network (DWIHN), the Chief of Crisis Services will be responsible for the development, coordination and maintenance of the DWIHN Crisis Centers and Clinical Care Centers. This position will also develop and coordinate future DWIHN Crisis and Clinical Care Centers for the residents of the County of Wayne and the City of Detroit. The Director is also responsible for overseeing and providing start-up as well as administrative processes for new business development, acquisitions and program closures.
Principal Duties and Responsibilities:
- Develops, plans, coordinates and directs the DWIHN Crisis and Clinical Care Centers.
- Collaborates with the DWIHN Board of Directors in defining and refining strategic visioning and program planning.
- Cultivates a strong and transparent working relationship with the DWIHN Board of Directors, policy makers, advisors & consultants, partnering organizations, donors/benefactors, community leaders, and volunteers.
- Establishes key performance indicators and monitors data for crisis service efficiency and effectiveness, in concert with executive leadership, quality support, and other applicable leadership entities.
- Assures compliance with licensing requirements and accreditation standards.
- Works to close the persistent gap in emergency crisis services.
- Develops, monitors and reviews the departmental budget.
- Develops and implements detailed services to meet the psychiatric evaluation and care needs of crisis center clients, in concert with the Chief Medical Officer.
- Coordinates the program’s services with external customers, fostering relationships with local, state, and national leaders and governmental bodies/agencies.
- Provides direct oversight, development, implementation, and expansion of all programmatic related functions.
- Monitors Crisis Center effectiveness by implementing and revising policies and procedures to facilitate proper department functioning.
- Oversees coordination with other service providers, ongoing services and community supports.
- Provides executive oversight of the provision of: crisis stabilization, client evaluations, community referrals, diversions from jails and hospitals, authorization for services, access to basic needs, and suicide prevention services.
- Oversees client linkage with Family Partners to support the family (through the crisis) as an advocate and link them to community resources.
- Works with multi-disciplinary teams that include police, hospitals, nurses, ambulatory services, behavioral health and other professionals to provide crisis services.
- Monitors and reports on relevant program benchmarks which includes identifying potential problems, implementing solutions, and providing periodic management reports regarding operations and key data.
- Collaborates with Site Supervisor(s) regarding ongoing staff training and development.
- Supervises caseload assignments.
- Reviews level of service.
- Represents DWIHN by attending community meetings.
- Participates in quality improvement reviews.
- Recruits, retains, leads, coaches, and develops the Site Supervisor(s).
- Conceptualizes, develops, and implements long – term and short – term departmental goals.
- Leads executive and legislative advocacy advancements on behalf of DWIHN constituents and constituency.
- Understands and adheres to DWIHN compliance standards as they appear in the Code of Conduct and Conflict of Interest Policies.
- Directs and executes research, development, and authorship of public and private grant proposals, contracts, sub – contracts, and interagency agreements.
- Oversees and provides start-up and administrative processes for new business development, acquisitions and program closures.
- Performs other related duties as assigned.

- Knowledge of and ability to use treatment planning, case management and continuing care for behavioral health services.
- Knowledge of Medicaid, local, regional and national codes, laws and regulations.
- Knowledge of compliance standards.
- Knowledge of Medical Necessity Criteria for Behavioral Health Services.
- Knowledge of the American Society of Addiction Medicine Patient Placement Criteria (ASAM).
- Knowledge of documents / regulations that govern the provision of mental health services, e.g., Medicaid Manual Mental Health and Substance Abuse Chapter III, State Plan for Medicaid, Michigan Department of Health and Human Services Quality Plan, BBA requirements and the Mental Health Code.
- Knowledge of the Code of Federal Regulations, Balanced Budget Act, Bureaus of Adult and Licensing rules, DWIHN divisions.

Required Education:
A Master’s Degree from an accredited college or university in the Human Services, the Social Services, Psychology, Social Work, Nursing (a Bachelor’s Degree will be accepted), Public Health, Public Administration, Healthcare Administration, Health Management, or a related field.
Required Experience:
- Five (5) years of professional clinical experience in a behavioral healthcare or mental health setting.
- Three (3) years of executive or senior director experience in a behavioral healthcare or mental health setting.
- Three (3) years of professional clinical experience working in crisis services.
Required License(s):
A Valid State of Michigan clinical licensure: RN, LMSW, LMHC, LPC, LLP or PhD.
A valid State of Michigan Driver’s License with a safe and acceptable driving record.
Working Conditions:
Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. If not qualified to drive per driving policy, a Non-Driver Attestation form must be signed.
Physical Demands:
Work requirements may include work close to the eyes and substantial motions of the wrist, hands, and/or fingers. Frequent sitting, standing, walking, handling, finger dexterity; eye-hand-foot coordination, use of corrected vision; color vision; use of auditory senses. May be required to lift up to twenty (20) pounds.
Work Environment:
May work in an office environment or behavioral health facility. May have contact with individuals who are agitated and/or confused. Work may include travel throughout the geographic region.
