JOB SUMMARY
This job provides leadership in the development of short and long-range objectives, policies, budgets and operating plans for HM Specialty within HM Insurance Group to assure stability, achieve growth objectives and Corporate goals. Establishes the appropriate structure, supports and leads the culture and philosophy by which the organization operates, and is accountable for the management and control of the affairs and property of HM Specialty within HM Insurance Group. The duties include, but are not limited assisting the President in designing and implementing business strategies; setting comprehensive goals to enable optimized performance and growth; overseeing daily operations of HM Specialty; ensuring all activities relating to work are completed according to specifications and in compliance with all legal matters; leading and motivating employees to encourage maximum performance and engagement; as well as providing business plans to maximize growth and profit, among others.
Directly responsible for the strategy and performance of HM Specialty within HM Insurance Group. This position is responsible for pricing, underwriting, negotiation of contract terms, sales and marketing, account management of HM Specialty business and will oversee other functions - premium collection, claims payments, policy issue, and commissions, and related customer service activities, in multiple office locations as well as work from home staff. Additionally, it provides strategic direction for staffing, performance and training of departmental employees including coaching, consulting and mentoring leadership staff on complex issues related to risk management and reinsurance placements.
ESSENTIAL RESPONSIBILITIES
Perform management responsibilities to include, but not limited to: involvement in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary: will have budgetary responsibility and authority.
Sets overall direction and strategy for HM Specialty, including key broker relationships to target, key lines of business to target, structure of potential deals (whether quota share or excess of loss).
Holds decision making authority under defined underwriting guidelines binding risks related to size and risk tolerance. This position will partner with the President of HMIG and SVP Business Enablement for risks outside of defined authority limits for decision.
Because HM Specialty is agnostic to product types within the Accident and Health marketplace, the SVP will be required to evaluate and analyze a variety of different opportunities, product types and insurance and reinsurance risk structures in order to maximize returns and minimize risk.
Responsible for overall profit and loss of HM Specialty including the composition of the book of business and overall sign off on Pricing, Structure and Negotiation of contracts. Negotiating authority includes elements around pricing, expenses, timing, services provided, risk assumed and ceded and other contract terms.
Responsible for sales and marketing function, including relationship management for existing and prospective new clients. This position is critical in the management of relationships with brokers and counter parties in the reinsurance and insurance marketplace.
Responsible for growth and premium targets including determining the size of risks written, how to compose the book in a manner to meet profitability and growth targets, managing risk efficiently, and meeting return on capital targets.
Responsible for the expense management of HM Specialty, including both internal and external expenses. Budgets will be defined and determined collaboratively in advance.
Work collaboratively with people in all parts of HM organization and the Highmark Health Enterprise.
Key advisor for others in HM on all matters related to reinsurance, including Blue Partnerships and the structure and pricing of reinsurance excess of loss covers embedded in the quota share deals of our risk partners.

EXPERIENCE
Required
10 years in utilizing insurance principles, industry practices, operational and system processes, quality control techniques, resource management and financial management skills
7 years in management roles in Reinsurance, Stop Loss, Healthcare, Insurance or Financial services with experience in driving change and process improvements
7 years in evaluating technology for implementation in gaining improved services and reengineering process and procedures
7 years with utilizing various industry laws and regulations such as ERISA, HIPAA, Sarbanes Oxley compliance, Act 68 and Act 147
7 years of presenting and communicating with large audiences, executives, board members and customers
Preferred
