Contract Specialist
SUMMARY
Assists the Contract Department in the consistent management of all Medicaid, State, and Educational contracts. This includes involvement in the negotiation of contracts; preparing contract modifications; analyzing procurement policies and procedures; analyzing proposed costs and prices; and preparing required contract file documentation. This requires close collaboration with various departments, including compliance, legal, clinical/medical operations, business development, sales/marketing, finance, and placement services as well as with funding sources.
Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Vet new state funding potentials, research Medicaid requirements, update and create Contract Executive Summaries for new funders, send Executive Summary for approval by Assistant Director then Managing Director. The executive summary will be sent after approval to placement and departments for review/questions, set up meeting to review if needed, create funding request through Wufoo form for finance
- Track & Follow up on current single case agreements that need to be reviewed, signed, due soon, expired, and dually executed.
- Track & Follow up on new authorizations and purchase orders for new funders until departments get this into their rotation
- Create login/passwords for new funder portals (state funded only)
- Update various contract forms (program description, rate sheets, etc.)
- Fill out and send renewal documents for funders (COIs, Joint Commission, license, certifications, etc.)
- Get contract signatures
- Research state requirements for educational funding (centralized versus decentralized, what documents required, key contacts)
- Set up educational funding
- Follow up on Medical Expenses to be paid
- Create new entry for Contract in C360, upload all applicable document, create recurring tasks as reminders, update existing entries
- Cross train for other contract department team members to cover while they are out
- Track & Report all COIs needed for YV
- Complete Medicaid applications/enrollments as indicated
- Follow up with legal on contract language concerns
- Ensure billing/UR has set up web portals for their duties
- Ensure benefit assignments and rates have been correctly set up in Evolv
- Assist billing specialist with resolving claim issues associated with educational funding
- Other duties as assigned
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
High School or Bachelor's degree with one year of experience with subcontracts within an education institution. Knowledge of regular and special education requirements along with understanding the difference between psychiatric residential versus education residential services. Bachelor’s degree in education with residential experience is preferred.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general contractual and business documents, safety rules, operating and maintenance instructions, procedure manuals, and governmental regulations.
Ability to write routine reports, business correspondence, and excel grids.
Ability to effectively present information and respond to questions from groups of managers, staff, contractual customers, and the general public.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES
Good project management skills.
Thorough grounding in Youth Villages' mission and values, knowledge and understanding of the YV programs as well as YV Treatment Model.
Ability to educate, motivate, and hold staff accountable staff. Commitment to personal education is expected.
Ability to obtain reliable transportation with liability insurance. Ability to obtain a valid driver's license. Ability to travel on a regular basis.
Ability to use a personal computer with standard software (Microsoft Word, Excel, PowerPoint, SharePoint)
Ability to use and learn additional computer software
