Transformation Chief Operating Officer
The Chief Operating Officer (COO) will be part of Citis Regulatory & Cross-Enterprise Transformation team and will report directly to the Regulatory & Cross-Enterprise Transformation Lead.
The Regulatory & Cross-Enterprise Transformation group is responsible for providing oversight, standards and central reporting for Citis regulatory and cross-company remediation programs.
The Chief Operating Officer is a senior management-level position that drives the overall administrative activities of the Regulatory & Cross-Enterprise Transformation Office. This includes managing internal and external audits, business continuity activities and addressing regulatory issues. The Chief Operating Officer coordinates and manages activities such as the tracking of business financials, employee headcount and other administrative needs and ad hoc projects as necessary.
Key Responsibilities:
Deputized for Regulatory & Cross-Enterprise Transformation Lead as needed; participate in senior level governance and planning meetings on behalf of executive, coordinate critical decisions
Support the Head of Transformation in the delivery of the Transformation program, including regular updates to stakeholders in the EMT, the Board, relevant governance forums (e.g., Transformation Leadership Committee), etc.
Develop and maintain a forward-looking calendar of key meetings and presentations
Coordinate key activities and prepare materials for regulatory touchpoints and milestones (e.g., OCC / FRB exams; monthly touch points)
Develop and facilitate Management and Regulatory presentations to all key stakeholders, including the Board of Directors and the EMT
Ensure the Transformation Leadership Team is aligned and working together for consistency and effective partnership across TLs, regions, businesses, functions, program management, execution and planning.
Provide ad-hoc support for the teams across the Transformation Office to ensure seamless operation across different teams
Understand day-to-day operations and processes including maintaining a close interaction with all program groups, businesses, and technology
Proactively seek opportunity for greater efficiency and effectiveness in overall transformation effort
Serve as trusted advisor to the Regulatory & Cross-Enterprise Transformation Lead.
Share what is working well and what is not working well; play an active role in defining key priorities, take risks with new ideas and developing their full resolution.
Develop and drive a people and communications strategy (in partnership with Human Resources and GPA)
Plan, execute, and oversee team culture routines including town halls, roundtables, coffee hours, skip-levels
Coordinate distribution and sharing of materials to corresponding staff.
Lead, in collaboration with Finance, a robust administration function including financial planning and headcount management, ensuring CAO Transformation Team can deliver on its responsibilities;
Work with Finance and HR for resources planning and management including the budget process, headcount requirements, reviews of current resources, and development/execution of talent acquisition plan
Design and oversee recruiting efforts to optimize and accelerate recruiting process
Develop and maintain business controls for Transformation organization; including MCA adherence, Policies and Procedures, Issues/CAP Management, Records Management / Information Security, Mandatory Absence, Personal Trading, Continuity of Business, Audit, and Third Party Management.
Own Internal Audit interactions for the Transformation Office and ensure commitments are being met
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications
15+ years of finance and overall business management experience in a complex, financial organization
Significant experience in managing complex cross-company efforts specific experience with managing regulatory engagement activities
Exceptionally strong interpersonal and communication skills
Excellent presentation skills
Proven ability to act independently, work quickly and with careful attention to detail, juggle multiple priorities and thrive in a varied, fast-paced environment
Proven ability to lead across a large, global financial firm
Proven ability to work well under pressure and within tight deadlines
Strong project management leadership
Proven ability to communicate effectively, drive consensus, and influence relationships at all levels
Strong conceptual analytical / problem solving skills; sound judgment and demonstrated leadership skills
Bachelor's degree/University degree or equivalent experience
Master's degree preferred
