PHYSICAL SAFETY PROGRAM LEAD

Environmental Health & Safety has an outstanding opportunity for a Physical Safety Program Lead to serve as the program owner and technical subject matter expert of key physical safety programs as mandated under the State of Washington Safety and Health regulations. This position, which sits within Environmental Health & Safety's Occupational Safety & Health section, is responsible to ensure that the program requirements meet the applicable code, regulations and standards and the implementation of the program requirements across the University are meeting the UW expectations. Specifically, this person will lead the confined space entry, hazardous energy control (LOTO), shop safety, electrical safety, cranes and hoists and walking working surfaces programs for the University. This position will also develop the job hazard analysis program for all UW partners, developing the JHA tools to assess workplace risks and must understand incident management and root-cause analysis (RCA) tools and have facilitation skills for conducting risk assessments and RCA.
This position will supervise departmental staff and student interns to ensure UW partners execute the programmatic requirements for the safety programs owned by the Safety Lead. Specific support staff will directly report to the Safety Lead however, the Safety lead will be responsible for coaching and mentoring program operation specialists reporting to the Occupational Health & Safety Manager. The Safety Lead will be responsible to ensure the roles and responsibilities of EH&S in the safety programs are communicated, understood and executed in a timely manner delivering a quality work product. The Safety Lead will ensure all supporting staff are prepared for work, including receiving safety training and have the proper PPE for their job tasks.
The successful candidate will become familiar with the mission, vision, strategic objectives, policies and procedures affecting the EH&S department. EH&S interacts regularly with the University's organizational units (academic, operational, administrative, clinical and research), as well as external regulatory entities (e.g., WA Department of Health, Department of Ecology, National Institutes of Health, WA Dept. of Labor and Industries, etc.). The ideal candidate must be organized and able to quickly learn the organizational structures, communication dynamics, and service requirements impacting our department, partner entities, and populations served.
This position provides support for the development and implementation of environmental health and safety programs addressing workplace and occupational health and safety risks at the University of Washington. The successful candidate will play a key role in developing and supporting the on-going sustainment of the safety and health programs focused on protecting personnel from physical hazards and exposures to hazardous materials. This position ensures that EH&S initiatives are aligned with those articulated by the University of Washington Executive Office and Central Administration.
DUTIES & RESPONSIBILITIES
EH&S Physical Safety Program Management
Develop, implement and sustain physical safety programs that include, but are not limited to, shop safety (e.g., machine guarding), confined space entry, electrical safety, hazardous energy control (Lockout Tagout (LOTO)), cranes/hoists, material handling equipment, contractor safety, and walking/working surfaces.
Identify workplace hazards, assess risks, determine control strategies and verify effectiveness of controls in managing workplace risks.
Develop and implement training programs for specific physical safety programs, including but not limited to, hazardous energy control (LOTO), confined space entry, etc.
Implement and audit safety programs. Ensure programs and practices meet compliance with the appropriate statutes and regulations and that environmental, health, and safety requirements are met.
Investigate and resolve problems, questions, or complaints received from within the organization, customers, and regulatory agencies.
Investigate incidents related to physical safety. Facilitate root-cause investigations by serving as Lead Investigator and/or subject matter expert for "serious" incidents.
Maintain shop safety inspection program in the software program, SafetyStratus. Incorporate new inspection templates and asset management module to ensure compliance with regulatory requirements for cranes/hoists and other safety related equipment.
Ensure environmental, health, and safety inspections are conducted, corrective actions are completed on time, and all necessary documentation is maintained.
Lead technical meetings; represent assigned area and/or specialty in meetings and interact with internal and external customers.
Collaborate with other EH&S technical groups as part of the larger integrated EH&S program.
Comply with regulations and University and departmental policies and procedures regarding health and safety.
Support data gathering for metrics and performance monitoring of programs to ensure organizational efficiencies and desired outcomes are met and program goals are reached.
Direct and oversee the work of EH&S program operation specialists supporting the shop safety program and other physical safety programs.
Coach and mentor other EH&S staff and student interns to perform projects/tasks related to safety programs under Safety Lead responsibility.
Monitor staff/student performance and provide relevant feedback to ensure quality deliverables and timelines are met.
EH&S Section/Department Support
Support industrial hygienists in identifying hazards, assessing risks, determining controls and measuring control effectiveness.
Support SafetyStratus database integration with OSH section
Provide EH&S support as assigned during emergencies.
Other duties as assigned by supervisor or EH&S management.
Attend EH&S departmental and team meetings, serve on committees, work on special projects, other duties/projects as assigned.
Contribute to an atmosphere of mutual support and back-up.
Requirements include:
Bachelor's degree in Industrial Safety, Occupational Health, Public Administration, Health and Safety, Construction Safety or a closely related field
Minimum of four years of accumulated work experience to include experience in working in an occupational safety and health field, industrial safety, construction safety or related industries with physical safety program experience.
Understanding of occupational safety and health principles and applications including but not limited to the following programs; confined space, electrical, fall protection, hazardous energy control safety programs, respiratory protection, personal protective equipment, chemical and physical agent exposure assessment, hearing conservation and ergonomics.
Knowledge of applicable federal, state and local laws, regulations, consensus standards, and current technology concerning health and safety issues, and ability to interpret and apply them.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Certifications: ASP or CSP preferred, but not required.
