The Proposal Manager is primarily responsible for proposals in the C5ISR Group for a wide variety of DoD customers. The Proposal Manager will lead some proposals as a Proposal Manager and provide support as book boss on others. Proposal sizes range from $25M-$250M. Familiarity with DoD contract vehicles desired, including DTIC IAC, GSA OASIS (including FEDSIM), Seaport NxG, RS3, and OTA. Technical writing and editing experience for proposals strongly desired. Dynamic nature of the business requires person to be flexible on assignments and duties and must be able to lead and participate in teams contributing to esprit de corps. The Proposal Manager closely with Capture Managers as well as Business Development to help ensure high probability of win. Must be well-organized, detail-oriented, willing to do any aspect of the proposal effort, and communicate effectively, including focused meetings, meeting minutes, and verbally. Responsibilities: I want to and can do that! * Manage proposals, including all aspects of proposal development: pre-proposal planning activities, kick-off meeting, value proposition conveyance, theme development, schedule management, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, review team coordination, and production oversight. * Develop/maintain proposal management-related artifacts for each opportunity to include kickoff materials, requirements based master outline and compliance matrix, schedule, annotated outlines, writing instructions and templates, daily stand-up agenda, proposal team contact list, action items, and color team review briefings. * Review/analyze proposal sections for consistency and clarity, compliance with solicitation requirements, and alignment with proposed solutions and themes and write/re-write proposal sections as necessary to deliver high-quality, winning proposal product. * Manage and direct all proposal efforts to include preparation, revision, and submission; establishes and enforces the proposal schedule. Clarify, communicate, and enforce roles and responsibilities of the proposal team members. * Collaborate with the capture manager, subject matter experts, and other writers to refine proposal sections to ensure accuracy, compliance, consistency, and reflection of win strategies. * Work with Capture Manager and Volume Leads to finalize staffing plans (including resumes), management plans (including Organizational Charts), and identification of Past Performance references. * Work with Pricing Manager to maintain the schedule for price reviews, BOE development (as necessary) and cost narrative development. * Assist in the development and refinement of templates and standardized processes to streamline proposal development. * Provide daily updates regarding proposal progress to team via the daily stand-up: action items, identified risks, section status, and schedule. Identify risks and develop mitigation plans. * Lead/facilitate/drive the discussion during solution strategy sessions with capture manager, volume lead(s), and subject matter experts; capturing and helping to document customer hot buttons, win themes, our approach/solution, and features and benefits at the level required for a compelling proposal response. * Work with the color review leads to convene color teams and prepare color team package. Lead color review recovery from post-review assessment to providing guidance for implementation of approved content changes and modifications. * Maintain version control throughout RFP response lifecycle; ensuring proposal artifacts are secured at all times. * Remain current on all solicitation modifications and communicates them to the team. Revise schedule, outline, and compliance matrix as necessary throughout proposal life cycle. * Ensure proposal compliance, checking submission for compliance regularly throughout the proposal cycle. Minimum Qualifications * 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience. * In some cases, educational requirements may be adjusted or waived for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. * Knowledge of the proposal development life cycle, and understanding of Shipley or other proposal development processes. * Demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities to high-quality material. * Ability to successfully execute multiple tasks simultaneously. * Dynamic interpersonal skills to interact with all levels of management. * Excellent work ethic and excellent organizational, written and verbal communication skills. * In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines. * Strong verbal and written communication skills are essential, along with attention to detail and accuracy. * Understanding of the FAR. * Excellent facilitation, communication, and presentation skills. * Strong leadership, problem solving, and decision-making abilities. * Ability to interface and coordinate with all involved departments and senior executives. * Must be well-versed in Microsoft Office 365: Word, PowerPoint, Excel, Teams and SharePoint 365. * Working knowledge of Teams, SharePoint or other proposal collaboration software. * Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes. * Able and willing to work extended hours to meet dynamically changing needs and delivery schedules. * Must have or have the ability to obtain a Secret clearance. Preferred Requirements * Bachelor's degree and 10-12 years of continuous proposal management experience of including leading large $100M+ opportunities. * Ability to coordinate off-site subcontractors and proposal team. * Familiarity with the use of proposal collaboration tools Physical Requirements Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
