Community Partnerships in the Executive Director's Office provides support and leadership within the Colorado Department of Human Services (CDHS) related to all outward-facing partners, including other state agencies, counties, community organizations, and constituents.

Description of Job

The Colorado Department of Human Services (CDHS) welcomes your interest in the Chief Equity, Diversity and Inclusion Officer position. This influential leader is responsible for cultivating and supporting the overall Department equity, diversity and inclusion (EDI) goals. This position is responsible for providing an in-depth understanding of how these goals and concepts further the strategic priorities and for developing a unique program that integrates EDI into the CDHS culture, business strategies and operations while reducing health and human service disparities to benefit our customers.

Responsibilities include, but are not limited to:

  • Design, champion and implement CDHSs diversity and inclusion strategies that drive Department performance, employee engagement and cross-functional collaboration.

  • Lead efforts to ensure that equity, diversity and inclusion is addressed in all policies, programs, and funding and decision-making processes.

  • Perform extensive research into programs, operations, and best practices to develop and help execute a plan to integrate those practices into our daily business with the goal of helping all CDHS employees thrive and helping improve the health and well-being of clients by closing the equity gaps.

  • Oversee and support the implementation and measurement of CDHSs Equity Action Plan Ensure the department aligns with the states Universal Policy on equity, diversity and inclusion. Participate as a member of the CDHS executive management team and provides expert guidance to CDHS leaders in matters related to EDI.

  • Partner with HR Director in prioritizing EDI program goals and objectives.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education : Graduation from an accredited college or university with a bachelor's degree.

AND

Experience : Ten years of progressively responsible professional experience, with at least 2 years of experience in a large, complex organization that must have included:

  • Proven experience and record of successfully incorporating equity, diversity and inclusion principles and strategies into organizations.

  • Setting and communicating an inspiring vision and action oriented implementation plan.

  • Professional public or business administration experience that included establishing organization structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, and fostering a team environment.

  • Successfully leading staff and developing relationships across a variety of stakeholder groups.

Substitution:

Additional appropriate experience will substitute for the degree requirement on a year to year basis. (Example: four years of experience will substitute for the degree requirement)

Additional appropriate education will substitute for the required experience on a year-for-year basis. (Example: A Master's degree in a closely related field would substitute for two years of experience)

Preferred Qualifications:

The preferred candidate will exhibit:

  • Experience working in a complex and political environment on the topic of equity, diversity and inclusion.

  • Professional experience in human services programs.

  • Experience in organizations with large front-line employee populations or in 24/7 facilities.

  • Proven experience in policy development and implementation, particularly in a government context.

  • Proven record of building and managing teams and creating successful work environments.

  • Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals.

  • Experience overseeing and executing data-driven performance management and outcome-based systems and initiatives.

  • Experience communicating effectively with policymakers, administrators, advocates, and a variety of local communities.

  • Additional depth and breadth of job-related experience beyond the minimum qualifications above.

    Highly Desirable Characteristics:

  • Ability to work effectively with key stakeholders, speak and write authoritatively and compellingly, resolve communication problems, and negotiate and manage competing interests.

  • Ability to work well with constituents regardless of position and authority, contribute to governing boards and committees, and adhere to clear lines of responsibility and accountability.

  • Flexibility in leadership through performing and/or overseeing the analysis of complex human resources, financial, or administrative management, policy, and program issues.

  • Excellent interpersonal, verbal, and written communication and public speaking skills.

  • Ability to problem-solve and execute decisions.

    Conditions of Employment

  • Travel across state for focus groups and town hall meetings (This is currently suspended due to the COVID Pandemic - but will resume as public health officials deem it appropriate).

  • Ability to pass a pre-employment criminal background check.
