The Associate Director, Transportation & Customs Compliance leads, coaches, and mentors direct reports to accomplish organizational and department priorities.

This role is responsible for the development, implementation, and management of an effective and strategic import/export compliance program for a diverse product line while adhering to regulations governing international trade. Activities include the execution of an export control program, management of a Foreign Trade Zone (FTZ) operation, administration of a customs compliance program and alignment of business priorities.

Duties & Responsibilities\:

  • Mentors, leads, coaches, and develops employees.
  • Manages and addresses performance issues.
  • Makes hiring, firing and compensation decisions to ensure individual and organizational performance currently and in the future.
  • Communicates site and department goals and expectations to staff.
  • Sets goals and expectations for staff with their input.
  • Ensures conditions (time, equipment, etc.) necessary for staff performance are met and barriers to performance are removed.
  • Measures direct reports' core job/MAG performance and contribution to team performance.
  • Communicates site and department performance to staff.
  • Provides direct reports with feedback on core job/MAG performance.
  • Collaborates with direct reports to identify and enable their skill and knowledge development.
  • Rewards and recognizes staff and team performance to build engagement.
  • Ensures direct report positions are filled timely with the best qualified candidate(s).
  • Manages the Foreign Trade Zone activity ensuring compliance with rules and regulations governing FTZ operations.
  • Manages bonded material movements.
  • Oversees new FTZ site activations to support business needs.
  • Interfaces with government agencies.
  • Manages Customs Compliance Program in accordance with 19 CFR across multiple modes of transportation and multi-port transactions.
  • Manages self-auditing/monitoring program under the auspices of the Trusted Trader Program adhering to internal operating procedures and departmental work instructions.
  • Oversees specialized entry types (i.e., Reconciliation, Temporary Import Bond, FTZ, etc.).
  • Interfaces with government agencies/port authorities, manages ISF (Importer Security Filing) submissions as self-filer, and oversight of Customs House Broker activity.
  • Maintains license to operate by conducting periodic training to the site.
  • Fosters site wide awareness of import compliance, drives cross functional training initiatives, and communicates across corporate levels to align development opportunities.
  • Manages Export Control Program in accordance with 15 CFR across multiple modes of transportation and multi-port transactions.
  • Ensures site is compliant with regulations governed by BIS (Bureau of Industry and Security) and OFAC (Office of Foreign Asset Control) as they relate to export licensing controls, CCL determinations, deemed exports, etc.
  • Ensures internal export compliance by proper classification, screening Denied Party/Sanctioned list, evaluating export license requirements/exemptions, and adhering to internal operating procedures.
  • Maintains license to operate by conducting ongoing training.
  • Ensures transportation service routings and service levels are in place for domestic shipments utilizing parcel, LTL or TL mode of transportation to ensure timely deliveries of inbound/outbound freight.
  • Oversees network of international transportation activity including freight forwarders, airlines, steamship lines and common carriers.
  • Communicates across the organization to ensure that all key cross functional departments are aligned with the transportation initiatives and carrier expectations.
  • Manages CTPAT (part of the Trusted Trader Program) to ensure vendor compliance with minimum security criteria.
  • Conducts annual vendor risk assessments to manage responses and identifies areas to mitigate risk.
  • Collaborates with Strategic Sourcing to align vendor's processes and operations to that of the CTPAT program requirements.
  • Manages Supply Chain compliance to SOP's and departmental work instructions that govern the CTPAT Program.
  • Participates and engages with international colleagues on supply chain activities related to strategic product launches on a global scale.
  • Ensures key milestones within the project timeline are adhered to ensuring successful launch of marketing campaigns.
  • Manages transportation expense and cost center budget.
  • Manages operations related to service and budget expectations.

Requirements\:

  • Bachelor’s degree, with a Major area of focus in Transportation and Logistics or International Trade preferred.
  • Minimum of six (6) years’ experience, with 8-10 years of experience preferred and specialized training in import/export compliance, Foreign Trade Zone compliance and operations in International Trade and US Customs regulations including all facets of classification, Rules of Origin, marking, FTZ, Export licensing, etc.
  • Minimum of four (4) years leadership experience preferred (leading people or projects).
  • Possess a strong corporate/department vision supporting future business strategies.
  • Demonstrated oral and written communication skills.
  • Ability to influence/persuade individuals to affect change and influence decision makers to support the global alignment between trade and government.
  • Demonstrated ability to adapt to the changing regulatory environment regarding international product placement.
  • Proficient in all Code of Federal Regulations that govern international trade activity, i.e.,19 CFR, 21 CFR, 49 CFR, 9 CFR, 15 CFR, etc., a plus
  • Requires an extensive working knowledge and experience regarding international/domestic transportation and logistics service providers, including various Modes of Transportation (truck, LTL, TL, ocean, air), Incoterms, Customs House Broker oversight, freight forwarders, rate structures, trade transactions, etc.
  • Possesses a vast experience with the infrastructure, operation and benefits of government programs aimed at import/export compliance – Foreign Trade Zones, CTPAT, ISA, etc.
