Transition Support Program Manager

JHNA is seeking a Transition Support Program Manager to join our growing team in Alexandria, VA.

The primary roles of the Transition Support PM are to provide analysis, assessments, and technical assistance to support DoD technology modernization priorities that accelerate capability delivery to the warfighter.


Daily work is conducted as an integrated team member of the Multi-Domain Joint Operations (MDJO) organization under the Deputy Chief Technology Officer for Mission Capabilities (DCTO(MC)) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).


Primary responsibilities focus on supporting the successful transition of emerging technologies from experimentation to Service programs of record in order to close high-priority capability gaps in the Joint Warfighting Concept (JWC).

Responsibilities

The Transition Support PM will:

  • Conduct activities to ensure the successful transition of critical technologies and capabilities to Service programs of record.
  • Develop and maintain Capability Implementation Plans (CIP) derived from the Joint Warfighting Concept (JWC) and facilitate the transition of capabilities to the Services through the Joint Requirements Oversight Council (JROC), Deputy's Management Action Group (DMAG), Defense Acquisition System, and key stakeholders (Congressional staffs, industry, international partners, etc).
  • Conduct data-driven JWC-derived capability implementation oversight focused on tracking and synchronizing a broad range of advanced developmental capabilities and prototyping efforts, elements of modernization roadmaps, and other efforts with the potential to close JWC capability gaps.
  • Develop CIPs for a subset of specific Concept-Required Capabilities (CRC) focus areas. Engage with transition stakeholders associated with those plans to mitigate risk and facilitate successful transition.
  • Track OUSD(R&E) Mission Integration (MI) and Prototypes and Experiments (P&E) activities aligned to the JWC functional battles, and facilitate DCTO(MC) representation in relevant forums associated with the JWC functional battles.
  • Maintain liaison with OSD CAPE and OUSD(A&S) for Issue Team coordination and other transition-related issues (Competitive Acquisition Pathway, Strategic Portfolio Reviews, etc).

Required Qualifications:

  • Minimum of fifteen (15) years of PM experience.
  • Recent experience (within the last 5 years) as a PM or Deputy PM for a $50M+ technology design, manufacturing, integration, and test program; or a portfolio manager for a technology development program.
  • Experience leading or managing classified programs at the SCI level.
  • Knowledge of the Defense Acquisition System and Project Management best practices.
  • Working knowledge of the Earned Value Management System.

Desired Qualifications:

  • Military or OSD experience.
  • PMP certification.

Education Requirements:

  • Master's degree in a discipline relevant for the technical work required of this position

Clearance Requirements:

  • TS/SCI clearance
