Deputy Program Manager/Operations Analyst with Security Clearance
Amyx is seeking to hire a Deputy Program Manager/Operations Analyst to support our HQDA Office of the Chief Information Officer & Deputy Chief of Staff G-6 Policy and Resources Support Services contract located at Ft. Belvoir, VA with some travel to the Pentagon. The HQDA Office of the Chief Information Officer & Deputy Chief of Staff G-6 Policy and Resources Support Services' Operations Analyst assists the Program Manager with overall management of the contractor work force including staffing, performance, and schedule. Additionally, the RA supervises Joint Enterprise Licensing Agreements to support the Army's IT requirements. General tasks include: understanding and developing technical software / IT requirements, conducting business case and financial analysis, developing and comparing ELA/JELA alternatives (performance, schedule and cost), developing acquisition documents and supporting management of ELAs/ELAs. The position is primarily located within the HQDA Office of the Chief Information Officer at Ft. Belvoir, VA with some travel to the Pentagon. Responsibilities Specified Tasks: * Support interviews of staff candidates.
* Assist with the on-boarding of new staff within Amyx and Government requirements including document review and processing - liaison between candidate and Government.
* Amyx liaison between Team and Government for quarterly reverification of CAC credentials.
* Support PM in dissemination of information related to training, reporting, policy, procedures and communication. * Support meeting with the Government client as needed.
* Assume the overarching duties when PM is absent. * Manage the workflow and products of the five-person staff in accordance with Division Chief direction, including tracking of tasks and deliverables. * IT and Software technical analysis.
* Support daily management and operation of Army and DoD Enterprise License Agreements.
* Assist the SAIS-PAN Division Chief with development and updating of mission and vision statements and subsequent goal delineation.
* Develop operational plans, identify measurable outcomes, and develop strategic plans for aligning future Army enterprise solutions with Army's DoD counterparts.
* Assist the SAIS-PAN Division Chief in planning and management of Internal Use Software. * Liaison between Government Team Leads and Contractor support as necessary.
* Operations Analyst.
* Manage Army and/or Joint ELAs as assigned by the Division Chief.
* Perform ELA related economic analyses, Business Case Analyses (BCA), and Cost Benefit Analyses (CBA) developing cost models, requirements and performance metrics for vendor services.
* Conduct Market Research for Government and Commercial software products and services. Develop technical reports for the Government to support Army ELA Acquisition and Contracting processes.
* Provide analysis of competing business alternatives establishing courses of action (COA) and well as recommendation of the preferred COA.
* Support daily management of operating Army and DoD Enterprise License Agreement * Serve as principle interface between Government and vendor, and other Army Commands / Organizations. Qualifications Skills and Qualifications: * Current DOD Secret Clearance. * 10+ years of experience working in the Department of the Army, Other Service, the Joint Staff or DISA CIO, G-6 or J-6. * 3-5 years of experience supporting the acquisition and management of enterprise licensing agreements for Government or Commercial entities. * Excellent written and oral communication skills.
* Experience developing and presenting complex information to senior Government officials.
* Excellence with the Microsoft Office Suite applications.
