Program Manager :
Manage, control, and execute programs within a quality/safety focused distributed engineering organization. This includes domestic and international resources.
Contribute to the Product roadmap definition and align the associated Solutions ensuring safety & quality, application competitiveness, customer orientation and innovation
Develop, communicate, and update integrated program plans and schedules and monitor adherence to ensure engineering development efforts are completed per QCD (quality cost delivery) commitments
Oversee cross-functional product development including functional engineering managers, systems, product architects, hardware, software, test, safety, quality, supply and industrialization teams as well as internal/external customers
Drive Program Reviews to review operational execution of the Program together with Meta-program Leader and Development/Technology Center (DC/TC) Director and provide QCD report to Platform and R&D (through Program Review Boards)
Author proposals, including schedules with appropriate milestones, and estimates for resources and material costs, risks, and assumptions
Manage and facilitate brainstorm sessions, concept, and design reviews in conjunction with functional managers and technical design teams
Ensure that Gate/Design/Peer Review process is executed
Manage, control, and execute timely all developments related to the program (performances, planning/delivery, cost, risks, savings) and in compliance with the QCD commitments
Manage Delivery On-Time (IOT/DOT) commitment and change
Coordinate all Program Work Packages, Capacity /Resource analysis/ risks and mitigation plans with unit/department according the Program Development Organization

Propose and drive improvement action plans in Program (efficiency, competitiveness)
Skills, Experience, Education :
Bachelors or Master's Degree
PMP will be a plus
Experience in System / Product Engineering or Project management, ideally in rail industry (railway signaling - wayside or carborne, railroad rolling stock, etc)
Understanding of product lifecycle management
System, Safety (Engineering - not EHS), Hardware, Software, and/or V&V background
At least 5-year experience in management of project/program baseline
Hands-on experience on functional or hierarchical team management
Cost and planning control experience in engineering scope
Hands-on experience with Customer relationship on deliverables and scope management
Experience with Earned Value Management
Understanding of financials in R&D environment (Return on investment, decision making)
Understanding of product lifecycle management
big plus : product knowledge on different rail industry market segments (Urban, Mainline, F&P)

big plus : Train signaling experience (specifically ACSES or Carborne product knowledge)
