RESPONSIBILITIES: * Provide recommendations in the drafting and publishing the formal tasking memorandum regarding CI Operating Directives * Provide technical and administrative feedback to CI production assessments and CI operational and collection activity assessments * Provide IIR Feedback and Instructional Assessments * Provide Analytical Information Reports for Collection Management * Attend working groups, boards, and panels (four per month); at the conclusion of each meeting, provide Government leadership with administrative and technical recommendations for an executive summary. * Technically and administratively support the Army CI Support to Research, Development and Acquisition (CIRDA) with quarterly and annual collection assessments against tasked intelligence collection requirements. * Technically and administratively support the Army Defense Critical Infrastructure (DCIP) Program and Critical Infrastructure Risk Management (CIRM) related collection with quarterly and annual collection assessments against tasked intelligence collection requirements. * Provide Collection Posture Statements resulting from gap analysis. * Provide recommendations in drafting publishing and updating the HUMINT Operating Directive. * Provide HUMINT Collection Requirements Tasking, HUMINT Operations in support of Army HUMINT Operations Cell (AHOC), Procedure 10, and source production reviews. * Develop HUMINT Collection Activity Assessments. * Develop Annual Army Modernization Operational Posture Dashboard in accordance with OPORD HQDA G-2 001-21, Army Intelligence Intgerprise Support to Army Modernization and Enhanced Protection Efforts * Provide subject matter expertise to INSCOM Senior leaders on HUMINT Collection Management, including the INSCOM Requirements Management Board (IRMB). * Provide Government leadership with written executive summary of the IRMB with particular focus on HUMINT equities. * Attend operational update of an INSCOM Major Subordinate Command. * Provide collection posture statements resulting from tasked HUMINT Collection Requirements gap analysis. REQUIREMENTS: * Apply expertise on intelligence collection systems, capabilities, and processes to produce full scope collection strategies using all DoD and National Technical Means, (NTM) systems for war-fighter high priority intelligence needs. * Conduct necessary actions to assesses, manage, and integrate information to support planning for DoD, DIA, or CCMD CI and HUMINT programs, functions and mission activities, and provides recommendations on the integration of CI and HUMINT activities for combatant command strategic, operational, contingency, crisis and exercise planning. * Provide knowledge and experience utilizing DoD and IC collection platforms / sensors. * Utilize knowledge of the intelligence collection capabilities, Processing, Exploitation, and Dissemination (PED), and planning tools. * Full understanding of the Collection Operational Tasking and Reporting system, Collection Operations Policy, Oversight Requirements and tasking authorities, to include HUMINT and HUMINT related activities. Graduate of an in-residence DoD / IC collection management course. * Certifications : * Certified Collection Management Professional (CCMP) * Experience : Minimum of 8 years' combined experience in the following fields: * Collection Management (3 years or more) * All-Source Analysis (3 years or more) * Creditable experience in distinct fields cannot be combined (see above). College education does not substitute for experience. * Required Skills Demonstrated in Resume : * Understanding of Intelligence Cycle * Understanding of Intelligence Support/Role in the MDMP * Familiarization with DCGS-A * Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis. * Desired Experience : At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years. * Desired Education : Bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. Education/Training: * Must be a graduate of any of the following Military Department All Source Analysis Certifying Courses: * Army - Military Intelligence Captains Career Course or Service Equivalent * Army - 350F Course or Service Equivalent * Army - 35F Course or Service Equivalent * Army Human Intelligence Technician (351M) * Army HUMINT Collector Course (35M) Come onboard with a company that Values its Employees!
