Program Manager - Women's Shelter
Overview
Under the direct supervision of the Director of Social Services , the Program Manager is required to assist in the administration, management, and supervision of Hope House Womens Shelter Program. The incumbent will coordinate and supervise the daily residence activities of the Womens Shelter Program and oversee the case management services of the shelter. Must have flexibility to cover shifts in emergencies.
Responsibilities
Plan for, and operate program within allocated budget. Ensure that program operates in a cost-effective manner. Actively seek out additional funding sources and assist in writing grants.
Manage staff, volunteers and finances to meet planned goals and objectives of the program.
Evaluate the delivery of services to assure the program services being provided meet the goals and guidelines established by the funding agencies.
Assist in the professional development of Hope House staff. Responsible for the supervision, review and evaluation of staff performance, as well as organize staff training, ensuring that staff certifications and required records are maintained and updated.
Monitor and provide guidance and support for the overall day to day operation of the Hope House Program.
Monitor, evaluate and coordinate the services of Hope House. Responsible for the continuous improvement of program services and delivery. Provide support to program staff and maintain cleanliness of facility.
Work with Director of Social Services to assure the programs compliance with contractual objectives and requirements.
Monitor physical building for compliance with municipal codes and funding source regulations. Troubleshoot and inform Facility Manager of building maintenance needs via Property Help Desk.
Responsible for scheduling of staff coverage for all program shifts, as well as covering unfilled shifts as necessary.
Process time sheets and submit to HR within budgeted hours.
Develop and maintain effective working relationships with other community social service providers to enhance the quality of services to clients. Represent the program in the community as requested and as approved.
Share 24-hour on-call responsibilities with the designated staff. Advise shelter staff or intervene in non-routine or emergency situations. This includes night, weekends and holidays per scheduled rotation.
Prepare and review program statistics and budget. Responsible for shelter inventory review and purchasing of supplies.
Report observations to Director on trends of homeless service needs, and effectiveness of referrals.
Attend required staff meetings, conferences, seminars, and other program related meetings. Facilitate resident and staff meetings as required. Conduct bi-weekly case management meetings and client group reviews.
Provide direct case management services (small caseload) that include identification and assessment of client/beneficiary needs; development of individual service plans; client contracts; supportive counseling and guidance both individually and in groups; crisis intervention; advocate and referral services as appropriate.
Conduct client file reviews, monitor caseloads and adjust as necessary. Assure that all records and documents relative to client status reports are maintained.
Deal with staff and client problems per SA policies, procedures and work rules. Keep the Director of Social Services updated on a timely basis as problems and unusual situations arise.
Create a safe and hospitable environment in the residence. Implement emergency program procedures to assure safety of residents and staff.
Monitor the activities of the staff and residents within the shelter environment and the physical facility by conducting periodic facility inspections.
Some positions require the use of personal or RAS vehicles on RAS business. Individuals must be physically capable of operating the vehicles safely, possess a valid drivers license and have an acceptable driving record. Use of a personal vehicle for RAS business will be prohibited if the employee is not authorized to drive an RAS vehicle or if the employee does not have personal insurance coverage.
Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
Other duties as assigned.
Qualifications
Bachelors Degree in Social Work or a 4-year degree in a Human Services field (e.g., sociology, psychology education, etc.) with at least 2 years post-degree paid professional experience providing social casework service and two years prior supervisory experience.
Must be proficient in windows and the MS Office suite of applications.
Must be able to produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation and grammar.
Red Cross Certification in Standard First Aid.
Crisis intervention skills needed along with excellent communication and problem-solving skills.
Ability to work in a continually changing and challenging environment and work a flexible schedule.
Hepatitis B vaccination required or signed Declination.
Requires a valid New York State Driver License.
Related shelter case management experience is required (working with homeless women and children)
Exceptional organizational and supervisory skills required.
