Overview

PNNL integrates systems engineering, policy, and operational expertise into versatile and sustainable national security solutions. The Cyber, Protection, and Analysis Division strives to understand end-user environments to transition technology from developmental to deployment.

• Operating at the intersection of science, technology, and policy to bring scalable solutions to the global security mission;

• Protecting critical assets through integrated risk analysis, optimized security operations, and specialized training;

• Designing and delivering field able solutions into operational environments;

• Assuring the readiness, sustainability, and resilience of critical national security, operations, and infrastructure; and

• Integrating program-level solutions built on policy, regulations, next generation technology, and international operations.

The Global Security Technology and Policy (GSTP) group within the CPA Division consists of staff with backgrounds in international relations, economics, nuclear safeguards, nuclear security, counterproliferation, intelligence, national security, strategic trade controls, chemical and biological weapons security, and regional or country affairs. These staff work independently and together with sponsors, technology developers and other stakeholders to examine the suite of issues that impact technology use but have nothing to do with a technology's functionality. Such issues include laws, regulations, policy, economics, and stakeholder requirements. GSTP staff help frame national security problems, translate user requirements to technology developers, engage foreign partners to promote nonproliferation norms, and evaluate the implications of existing and new technologies on laws, regulations, and policies. GSTP staff play a critical role in helping the lab transition its cutting-edge science and technology solutions to end users.

Responsibilities

Uses extensive experience in a field of specialty, possessing a comprehensive understanding of existing theories, principles, and concepts in those fields to provide solutions to unusually complex problems for which no precedents or past practice exists. Resolves problems that frequently require mastery of specialized techniques using high degrees of ingenuity and creativity. Demonstrates well-recognized national influence and skilled consensus building. Exerts positive influence across a broad spectrum of stakeholders and interest groups with internal and external organizations, the public, and the community. Is often sought out to work on key project teams and regularly collaborates and negotiates with senior national/international government officials as a PNNL and DOE representative. Makes recommendations that set precedent for future decisions and strongly influence national/international policies and decisions at highest levels.

Qualifications

Minimum Qualifications:

• BS 10+ years of experience

• MS 6+ years of experience

• PhD 3+ years of experience

Preferred Qualifications:

• Educational and professional experience synthesizing large datasets, visualizing trends, and/or conducting network analysis.

• Education or experience in conducing finance and trade-related investigations, specifically investigations involving sanctions evasion.

• Background or experience in open source research related to emerging technology, export controls, and predatory contracting, and supply chain security.

• Demonstrated experience using data analysis and data visualization software, including R, Python, SQL, Excel, Google Charts, Analyst Notebook, and/or Tableau.

• Degree or coursework in economics, finance, with a national security focus.

• Professional experience supporting or knowledge of key sponsors including the Departments of Commerce, Treasury, Energy, and Defense.

Additional Information

• This assignment is anticipated to start the first week of October 2022 with a duration of six months to one year. The position has the possibility to become a regular, salaried full time position.

This position requires the ability to obtain and maintain a federal security clearance.

• Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

• Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
