POSITION OVERVIEW
The Contracts Office manages and assures compliance with approximately $10 million dollars of government funding annually. The Contracts Office works closely with program staff to ensure contract requirements are met and funds are appropriately utilized within the contract period.
The HQS Inspector is an essential member of the Contracts Office and is responsible for the completion of Housing Quality Standards (HQS) inspections for all St. Stephen's Human Services' Minnesota Housing subsidies. HQS inspections are a federally mandated requirement designed for many types of housing throughout the nation. HQS was developed to ensure that housing assisted through federal funding is affordable, decent, safe and sanitary. Units are inspected at initial move-in, then annually for as long as the tenant resides in that unit and receives rental assistance.
PRINCIPLE ACCOUNTABILITIES
Conduct and provide complete documentation for all HQS inspections.
Coordinate and confirm scheduling of inspections with clients and/or landlords, depending on inspection needs.

Update HQS Outlook calendar within 24 hours of inspection being scheduled.
Submit completed HQS inspection form within 48 hours of completing an inspection.
Maintain clear and frequent communication with Rental Assistance Coordinator and Director of Contract Management.
REQUIRED QUALIFICATIONS
Must be HQS certified.
Commitment to our mission of ending homelessness.
Must work respectfully with clients and key stakeholders who are diverse with respect to race, ethnicity, sexual orientation, socio-economic status, and religion.
Exceptional organizational skills and attention to detail.
Strong written and verbal communication skills.
High-level proficiency with Microsoft Office Products (specifically Outlook, Word and Excel).
Valid Driver's License with current address.
Access to a safe and reliable vehicle with proof of insurance.
Pass a background check.
