Summary:

The contractor shall provide a Program Manager who shall be responsible for the performance of the work. The Program Manager shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Program Manager shall be available between normal duty hours Monday thru Friday (0800-1700) except Federal holidays or when the government facility is closed for administrative reasons. Duties include but are not limited to:

Responsibilities:
  • Establishing policies and procedures for performance and control of all project business management functions and technical support.
  • Ensuring quality standards are applied to all levels of the work and measured for effectiveness.
  • Representing the assigned Special Access Program Central Office (SAPCO) location at local, state, and national gatherings where applicable.
  • Monitoring performance of functional managers/supervisors and submissions of required reports and Contract Data.
  • Prompt resolution of issues associated with performance.
  • Leading the workforce in implied relations partnering with customers to continuously improve performance and business.
  • Serves as principal liaison between the company, SAPCO stakeholders on the contract.
  • Directing and approving contract modifications, approves budgets, monitors contractual performance, and costs, and takes action to correct discrepant conditions. Has overall responsibility for P&L of the contract.
  • Maintaining working knowledge of requisite business systems as they relate to the contract, including ability to implement future programs.
  • Conducting briefings and participating in meetings for internal and external stakeholders concerning specific project operations.
Qualifications

Minimum Qualifications:
  • **
  • Active Top Secret with SCI eligibility is required for consideration***
  • Bachelor's degree in management, business, or related field; Master's degree in business or related field preferred.
  • Project Management Professional Certification (PMP).
  • 10 overall years of experience with 5 years' previous experience in program management, project management, administration, or related field; at least 5 years as a project manager in managing programs and contracts of similar scope, type, and complexity in the DoD space.
  • Demonstrated expertise in operational concepts, technical, program management, and integration.
  • Demonstrated Knowledge of U.S. Government and DoD security systems, guidance, directives, processes, and procedures.
