Administrative Director, OTM Strategic Operations

Primary Purpose
Intermediary between the Chief Talent Officer (CTO), the CTO’s senior-level direct reports and other senior organizational leaders to ensure successful strategy creation, implementation, optimization, and organizational development. Primarily responsible for three major facets of the Office of Talent Management’s (OTM’s) and CTO’s duties: Manages OTM/CTO priorities; oversees staff/internal operations; spearheads special projects. Cultivates and oversees programs and services that enhance and strengthen the employee/provider value proposition and life cycle at Parkland. Utilizes insights to design and develop marketing and communication strategies spanning workforce services for team members. Works in tandem with External Affairs, Strategy & Integration, Governance and Operations to facilitate cohesive, efficient, and effective employee communications at all levels of the organization to enhance the visibility and positive image of Parkland.
Minimum Specifications
Education
- Must have a bachelor’s degree in Business Administration, Organizational Development, Human Resources, Communications, or a related field.
- Prefer a master’s or graduate-level degree in Business Administration, Organizational Development, Strategic Planning, Operations Management, Human Resources, or a related field.
Experience
- Must have eight (8) years of progressive experience in strategy development, program management, communications, issues management, executive counsel, HR, or related field.
- Prefer five years of experience in a healthcare environment.
Certification/Registration/Licensure
- Prefer one of the following certifications:
- Senior Professional in Human Resources (SPHR)
- Project Management Professional (PMP)
- Fellow of the American College of Healthcare Executives (FACHE)

- Must act as a trusted liaison for the CTO and other internal/external constituents, with a demonstrated record as a trusted business collaborator able to build relationships, influence executives and achieve operational/tactical implementation.
- Must use extreme discretion, deal with highly confidential information, maintain a high degree of professionalism while providing counsel on complex issues and change management initiatives.

Responsibilities
- Fulfills traditional chief-of-staff requirements for the CTO and serves as a member of OTM’s Leadership Team to develop, deploy and optimize key employment initiatives for the organization, with an emphasis on communications components.
- Manage priorities: perform calendar audits, review/synthesize metrics, and initiatives to support the system’s strategic priorities and operational needs
- Oversee staff/internal operations: prepare agendas, take notes, assign action items at staff meetings as needed, manage objectives/key results and annual planning processes, oversee board meeting preparations, create decision-making frameworks as needed, assist with all hands/staff programming
- Spearhead special projects: consult on metrics overhaul needs, assess the competitive landscape, and best practices as needed, support key talent backfills/hiring, executive search needs
- Provides oversight and guidance of projects for the CTO to produce desired results or outcomes. Develops and executes strategy in conjunction with the CTO to ensure timely and high-quality implementation across every department.
- Provides oversight and guidance to the OTM Communications team. Oversees the development of all forms of people-related communications, including both internal and external stakeholders.
- Embeds transparency, discretion, and integrity into every action. Serves as a trusted business advisor to senior leadership and nurtures that culture amongst OTM.
- Represents the CTO and serves as a proxy for the CTO at enterprise and campus meetings.
- Leads initiatives and projects for the OTM Leadership Team as assigned.
- Provides leadership and strategic planning for OTM’s long and short-term programmatic needs to ensure alignment of all OTM initiatives and successful implementation across the Parkland system.
- Collaborates with OTM department leadership (Workforce, Benefits, Compensation, Experience, Parkland Academy, Talent Development, Talent Strategy, Diversity, Equity & Inclusion) to increase early adoption of new OTM initiatives (Change Management). Attends project meetings and department directors' meetings as needed to facilitate cohesive, streamlined program strategies with Parkland audiences.
- Oversees communication strategy development and implementation for the divisions and Parkland’s workforce value proposition, life cycle and services. Regularly collaborates with SVP of Communications & External Affairs, Director of Internal Communications, Director of Marketing and Director of Corporate Communications to ensure alignment.
- Works with executive leadership, department directors and others to support OTM-related and/or cross-functional efforts with audiences as needed.
- Provides and maintains brand standards for all OTM brand elements within Parkland’s graphic standards, including but not limited to logos, style guides, usage parameters, brand associated values, and behaviors, etc.
- Serves as expert level resource and editor to OTM leadership for written documents, publications, speeches, presentations, and communication channels. Leads the development and dissemination of all OTM communications.
- Evaluates effectiveness of OTM programs – with a special focus on communications activities – benchmarking, monitoring, and reporting results and implementing improvement measures as needed.
- Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact or govern communication activities. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
- Stays abreast of the latest developments, advancements, and trends in the field of human resources to maximize divisional productivity and effectiveness by attending seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current work practices.
