GDIT is seeking an experience Program Evaluator Manager to lead one or more contracts at CDC or within our HHS Business Area.

The successful candidate will have a history of task or contract level leadership across the contracting lifecycle from task order capture and proposal to implementation and management of the evaluation process to final reporting and recommendations. We will review evidence of contributions, including publications and publicly available reports. We require training in research ethics and a history of success obtaining clearance from institutional review boards/ethics review boards.

The person in this role will evaluate existing and/or proposed programs, and be capable of developing designs for rapid-cycle, formative, and summative evaluation for experimental, quasi-experimental, and non-experimental designs. The individual will utilize experience to perform statistical techniques, such as propensity score matching, regression discontinuity, and interrupted time series, or benefit-cost analysis and cost effectiveness analysis.

This individual will identify and mitigate data collection and analysis issues or problems, quality control, policy (e.g., regulation, legislation) analysis, systems analysis, and perform project management. The successful candidate will also be responsible for the development and implementation of site visit protocols, creation of data collection instruments, performance of literature reviews, development and management of focus groups, and development of interim and final report drafts.

This role can be onsite OR remote!

As a manager, will be responsible for the following:

  • Manages and is responsible for the successful completion of all tasks in assigned program area.

  • Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.

  • Supervises assigned technical, scientific, and administrative staff, and performs personnel actions including hiring and performance evaluation.

  • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.

  • Responsible for profitability and revenue growth of assigned program(s).

Requirements:

  • PhD (5 years of added experience + Masters acceptable) in public health, public policy analysis, evaluation, or health economics

  • 5+ years of leading program evaluation

  • Experience in statistics, epidemiology or related field

  • Experience writing/winning proposals for contracts or grants and creating teams to support evaluation or research projects

  • If remote, ability to travel to Atlanta less than 10%
