Capture Business Development Manager (Civil Agencies) with Security Clearance
Mayvin is currently seeking an experienced, energetic, self-starting Capture Business Development Manager (Civil Agencies) to aid in bringing business development opportunities from pre and post-capture levels through to successful bids. The successful candidate's primary responsibility will be to support the capture and business development efforts of Mayvin. This support will include developing overall account strategy, identifying opportunities, leading capture efforts, and assisting with proposal efforts. You will work closely with corporate management, program managers and their teams to support capture, business development, and proposal functions. The Capture/BD Manager is responsible for developing strategies for civil agencies, with primary focus on agencies supporting national security efforts (DHS/CBP/USCG, DOJ, DOS). This will include new and existing customers. Additionally, you will be be responsible for implementing specific pursuit strategies to facilitate winning proposal submissions, including strategies for teaming, solution (technical, management, and cost) development, proposal staffing/development, etc. You will be involved with the full life cycle of business development activities, including implementing business development and capture strategies to achieve annual revenue goals. You will need to understand Shipley based business development phases, including identifying and qualifying opportunities, leading teaming/partnering negotiations and strategies, defining win strategy (customer requirements aligned to Mayvin capabilities, developing competitive assessments, and driving strategy through proposal development. Must be a US Citizen to be considered for this position. Will be required to submit to a background investigation and be eligible for a DOD Secret clearance to maintain employment COVID Vaccine Certification is required to secure a position with Mayvin Inc. This is a direct flow down requirement in support of Federal Government contracting activity. Responsibilities: * Develop and executes account and capture plans, formulate a winning capture strategy, and obtain the resources necessary to prosecute the capture plan. * Ability to proactively manage relationships with both clients and partners with an established network throughout communities of interest. * Strong skill set in bid solutions and price strategy, overseeing proposal development. Significant understanding of budget and resource management. * Candidate must be a motivated self-starter willing to work individually with little or no guidance. This role will be rated as an individual performer, not strictly personnel management and strategy guidance. * Leads development of internal teaming and capabilities gap analysis, competitive assessments, discriminators and key win themes, price to win, and overall win overall win strategy and value proposition. * Serves as the lead architect for external teaming arrangements and team partner roles to include identifying, selecting, and recruiting teammates, subcontractors, and suppliers. * Participates in architecting and designing solutions that meet or exceed customer requirements at an affordable price * Develops compelling solutions that are easily understood by both technical and non-technical audiences * Lead the development of proposal volumes which may require, writing, editing and reviewing proposal content * Develops and presents oral proposals. * Conducts various color reviews as part of the Business Development lifecycle * Build relationships across all levels in the organization and within the customer environment Qualifications Qualifications: * Bachelors degree from a fully accredited university. * 5 to 10 years of progressive responsible bd/capture management responsibilities. * Candidate must possess full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle. * Capture experience in the Federal market required. Experience in civil national security-oriented agencies preferred, specifically CBP, USCG, and DOJ. * Proven track record in capturing or working on major programs, including working on industry proposal teams and serving on review teams. * Performed as a Capture Manager or in a lead capture role on at least 3 winning procurements with individual values in excess of $50M each (single award contracts or task orders) * Training in the Shipley Method preferred * Price-to-win identification and experience preferred * Must demonstrate agile decision making, strategic thinking, and ability drive the team to results Skills: * Demonstrated oral and written communication skills with all levels of company and customer management. * Analytical, presentation, and problem-solving skills. * Demonstrated ability to manage a complex task and team composed of personnel who are highly educated and skilled, yet not direct reports. * Ability to gain internal support and to operate independently without supervision. * Ability to establish working relationships with customers, other companies, technical staff, managers and peers. * Demonstrated effective and efficient use of capture and proposal resources (e.g., B&P, IRAD, facilities, demos, program personnel). * Demonstrated success in architecting and designing solutions that meet or exceed customer requirements at an affordable price * Demonstrated written and verbal communication skills to include the ability to produce compelling solution that are easily understood by both technical and non-technical audiences * Demonstrated experience in proposal writing, work breakdown structures, basis of estimates, storyboards, and narrative solution content * Demonstrated performance conducting various color reviews successfully.
