Program Manager / Portfolio Analyst

Job Summary

The role of the Portfolio Analysts is to support and advice the Utility Technology (UT) Program Manager in planning, managing and evaluating project and initiatives, operations, and processes. The portfolio Analyst will deliver data views of SCL Utility Technology Project Portfolio to the enterprise, including executive staff, for use in IT investments management and decision-making.

Portfolio Analyst is responsible for analyzing project, workload, and resource data and developing reports on these assets, working in close collaboration with a variety of IT and business units.

To be successful as a Program Analyst, you should be able to provide expert guidance to optimize systems, procedures, and processes, evaluate operational and program effectiveness and develop solutions to make improvements or address performance issues. An outstanding Program Analyst should have strong project management, analytical thinking, and problem-solving skills. Some of the portfolio analysts' responsibilities may include:

  • Developing, maintaining, and improving UT Project Portfolio Management methodologies and processes
  • Developing dashboards, graphics, and reports, supporting the Portfolio Manager in creating materials for executive sponsor and Technology Leadership committee communication and meetings
  • Coordinating with the project managers and other IT unit managers on project, workload, and budget information and processes. Ensure all forecasting of budget is up-to-date.
  • Build trusted and effective relationships working with project managers to ensure they deliver on-time, on-budget, on benefit and on-quality (and intervening to resolve issues as required).
  • Aides in assurance of adherence of project management reporting and change control expectations.
  • Respond to change requests within projects and with the portfolio in order to maintain updated information
  • Handles administration of Portfolio Management reviews for individual Business Portfolios including capturing meeting minutes, action items, issues/risks and decisions
  • Help define and implement portfolio management (IT Project Governance) policies and processes to support fact-based decisions on investments into Information Technology projects
  • Continuously improve the UT governance and planning capability for the utility by integrating optimal ways of planning and organizing, acquiring and implementing, delivering and supporting, and monitoring UT (solutions) performance
  • Consolidation of project status reports and generation of Senior Executive level portfolio status report.
  • Analyze and report portfolio data and statistics
  • Tactical management of project data in PPM tool
  • Tactical management of project related deliverables at portfolio level

Necessary Qualifications/Skills

  • Knowledge of and experience in Project Portfolio Management methodologies and tools
  • Ability to work in a changing environment, evaluate priorities, and modify work plans as necessary
  • Ability to lead a team or work independently and develop effective solutions
  • Ability to establish and maintain effective working relationships with others
  • Experience in presenting to small and medium size groups, and communicating and educating staff on new concepts and processes
  • Experience writing procedures and documenting processes
  • Excellent analytical skills, and oral and written communication skills

Desirable Qualifications/Skills

  • Knowledge of and experience in project management principles and processes including the Project Management Body of Knowledge
  • Experience using project management, budget analysis, resource management, and project scheduling software and project portfolio management tools
  • Experience creating reports, charts, and graphs for executive management
  • Experience with Systems Development Life Cycle (SDLC)
  • Knowledge of utility industry
