JOB SUMMARY: The Youth Development Specialist (YDS) for the Big Island Juvenile Intake Assessment Center (BIJIAC) is a part time regular position. The BIJIAC provides crisis intervention and assessment for youth at risk of being placed by secure custody. The YDS will carry out BIJIAC services through the essential functions described in this job description. The YDS is supervised by the Executive Director

  • ESSENTIAL QUALIFICATIONS:

  • BA in human services or related field and one year job-related experience; or A.S. degree or equivalent in human service field or equivalent and three years job-related experience; or combination of education and experience to meet qualifications.

  • Valid Hawaii drivers license.

  • Valid TB clearance and Pre-Employment Medical Clearance

  • Valid First Aid and CPR certification.

  • DHS FBI/Criminal History & CAN, and Salvation Army background clearances

  • MVR records check, must meet Authorized Driving standards of the Salvation Army

  • ESSENTIAL FUNCTIONS:

  • Provide crisis intervention services, including screening, intake and assessment, for youths ages 10 to 17 who are at risk of being placed in secure custody and who:

  • Have been arrested for status offenses or non-violent law violations, who are in police custody and cannot be returned home immediately;

  • Are non-offenders in police custody;

  • Have come to the attention of the police for runaway, being beyond parental control, truancy, and other status offense behaviors; and

  • Are status offenders not on status not on status with Family Court or active with any other State agency and who require intervention services.

  • Be available for 24 hour response to the police through assignment to standby duty after normal work hours, weekends, and holidays.

  • Provide intensive short-term case management services to:

  • Develop and monitor individual case plans and delivery of services.

  • Mediate and resolve crisis situations.

  • Engage, motivate, and empower the youth and family; and create and strengthen their support systems and capacity to act on their own.

  • Provide information on laws, the juvenile justice system, and other areas that will facilitate case progress.

  • Provide information on referral options and assist the youth and family to access services. Link and network services with and on behalf of the family in such areas as counseling, employment, school, health and other areas of need.

  • Work in cooperation with the family and other team members to direct services to the youth.

  • Advocate on the youth and familys behalf to secure the necessary resources to achieve goals and objectives in the case plan.

  • Provide attendant care or one-to-one supervision of youths who do not require shelter placement.

  • Assure that priority is given to reunification of the child and family when the need for alternative placement has been identified.

  • Provide outreach services to families who are difficult to reach or resistive to services, or when a youth/family is not responsive to traditional approaches.

  • Maintain case records for each client, documenting reason for referral, assessment, service plan, and services provided.

  • Prepare and submit monthly and quarterly reports as required.

  • Attend all staff meetings, training, conferences, workshops as requested or scheduled.

  • Maintain professional worker/client/staff relationships.

  • Provide own vehicle to implement services.

  • Provide transportation for clients as required utilizing agency vehicles.

  • Implement other services as included in the contractual Scope of Services.

  • Provide other related duties and responsibilities as required by the Administration.

The position requires sitting; climbing and/or balancing; stooping, kneeling, bending, stretching, crouching and/or crawling; standing; walking; manual dexterity and eye-hand coordination; use of vision; driving a vehicle; pushing/pulling/lifting/carrying 25-50 pounds and occasionally more than 50 pounds; traveling by airplane. Provide safe restraints of youth involved in physical confrontation situations.

COMMUNICATION DEMANDS:

The position requires talking to co-workers, clients, vendors; requires written communication to and from co-workers, clients, vendor; talking on the telephones; requires responding to written or verbal requests of co-workers, clients, and vendors; requires training/giving verbal and written instructions; requires receiving verbal and written instructions; requires writing/composing written language; requires reading; requires visiting/working at other worksites; requires communication via the latest technologies. Ability and skill in communicating with people of different cultures/ethnicity.

SKILLS/TECHNICAL KNOWLEDGE:

Prioritize multiple work tasks to meet tight deadlines

EQUIPMENT NEEDS:

Use office equipment such as computers, photocopiers, scanners, calculators, etc.

DESCRIPTION OF WORK ENVIRONMENT:

Most work will be indoors at Family Intervention Services. Attendance at trainings, both in Hawaii and on the mainland, may be required.
