SUMMARY OF POSITION:

Plans, organizes, manages and controls the activities of the Infrastructure and Utilities Program, Facilities Department, at the Penn State Health Milton S. Hershey Medical Center and Penn State College of Medicine. Reports directly to the Director Facilities Operations and Maintenance. Provides strategic and operational level support for capital infrastructure development initiatives; develops and oversees the processes for establishment of project formulation, justification, prioritization of budgets, facility requirements, integration and development; and ensures projects support the strategic plans and visions for the Hershey campus physical plant.

Provides oversight for capital and recurring investment programs including the MEP (mechanical, electrical, plumbing) systems, structural components, roof systems, building envelopes, BAS (building automation systems), fire protection systems, as well as roadways, walkways, parking lots and circulation in order to maintain the systems and provide investment stewardship for a safe, well maintained, and efficient facility as prescribed by professional standards. Responsible for preparation of division and departmental budgets, preparing a rolling 5-year facilities renewal (i.e., capital systems renewal) investment strategy. Develops goals and objectives for the department. Participates in the campus energy commodity procurement program and the campus energy program to operate the campus efficiently. Participates in the Facilities Departments efforts for compliance with authorities having jurisdiction to include, but not limited to The Joint Commission, PA Department of Health (PADOH), PA Department of Environmental Protection (PADEP), PA Labor and Industry (L&I), Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC), National Fire Protection association (NFPA), National Electric Code (NEC), Factory Mutual, and the Occupational Safety and Health Administration (OSHA). Develops a team-oriented and innovative work atmosphere to support the organizational missions, goals and initiatives while improving efficiencies, reducing costs, meeting regulatory requirements and delivering high quality services with best practice and sustainability considerations. This position will also provide 24/7 on-call coverage on a rotational basis with occasional emergency response required during unscheduled times.

MINIMUM QUALIFICATION(S):

Bachelor Degree or equivalent experience (4 years)

Minimum three (3) years Healthcare Facility Management.

PREFERRED QUALIFICATION(S):

Minimum five (5) years Healthcare facility maintenance/construction preferred.

Certified Healthcare Facility Manager (CHFM) and/or Certified Energy Manager, and/or Certified Education Facility Professional preferred.
