Responsibilities The Industrial Security Manager is responsible for the daily operations, oversight, and assessment of the security shared services and assist the FSO/AFSO, which includes Personnel Security, Visitor Service Center, Document Control, Mail Services, and Classified Security Contracts (DD-254). Develop, implement, monitor the effectiveness of the Industrial Security program, conduct risk assessments and determine root cause of areas of known exposure, and implement solutions. Manage and communicate all SEAD 3 reporting requirements to the Draper community, to include the Draper Foreign Travel program as well as the Foreign National Program. Provide Security Education and Awareness trainings, which include new hires, and ongoing Draper-wide training. Provide Mentor support to the cleared Draper regional offices. Applies "best-in-practice" security principles, ensures compliance with Defense Counterintelligence & Security Agency (DCSA) requirement and provide innovative solutions to ensure compliance with the National Industrial Security Program (NISP) regulations and objectives. Conducts self-inspections to ensure policy compliance. Recognized as an Industrial Security subject matter expert. Responsible for managing the operations of clearance processing for over 2,000 cleared representatives, classified visit requests, and badges. Manage and audit records of incoming visitors to ensure government and Draper policies guidelines, background investigation program for non-employees and determine access eligibility as it relates to derogatory background investigation results. Manage the operations and records of all classified documents and media, ensure classified holdings are maintained and retained in accordance with NISPOM/DCSA regulations; these requirements involve complex and sensitive problems that determine Draper success as it relates to classified contracts and failure to meet regulatory objectives can have an adverse impact on Draper and Sponsor relations. Provide guidance to staff and Draper community regarding classified marking and handling requirements. Qualifications Essential Functions/Required Experience * Must have active DoD Top Secret clearance. May be required to obtain special program accesses.
* Bachelor's Degree required in Security Management (or related field) or Business, Project Management or Business Analytics (Master's degree preferred). May substitute additional experience for education.
* Minimum 5-8 years' directly related management experience in a Department of Defense (DoD) Industrial Security setting is desired * Strong understanding of SIMS, DISS, NISS, e-QIP, and other databases applicable to National Industrial Security Program (NISP). * Interprets policy, develops and implements security plans and procedures * Must have excellent oral, written and presentation skills. Proven ability to influence outcomes without direct authority is needed. * Demonstrated ability to multi task projects/programs and to redirect priorities as needed. * Strong leadership, organization, planning and communications skills, with a demonstrated ability to effectively interact and work with executive leadership, peers, industry partners, sponsors, and program managers. * Past experience in leading, developing and mentoring medium to large size teams and committees is required. * Prior formal line management experience and proven track record of successfully solving complex problems, and cultivating strong relationships/collaboration across organizational boundaries. * Demonstrated managerial skills, including direct supervision, hiring, training, and staff development. * Must have Excel, Access, MS Word, and PowerPoint are required. * Reliable self-starter who makes sound, well-informed and objective decisions, works independently with a demonstrated ability to manage complex situations and have the ability to follow-up and solve problems. * Must have excellent interpersonal communication, organizational, and customer service skills. * Position may require local and some overnight travel. ** Draper has implemented a mandatory COVID-19 vaccination requirement for all Draper employees.
