Title: Manager of Clinical Contracts & Outsourcing
Location: San Diego, CA
Duration: 6+ Months

Job Description:
This job can work out of company's San Diego, CA office but may require occasional travel between these two office locations.
The individual in this position will be responsible for developing, implementing and managing new processes and systems to support R&Ds goal to make invoice review and approval tasks more efficient for the organization; and increasing the level of financial transparency and accountability within the R&D organization via implementation of effective contract management tactics and increased level of communications and information sharing with R&D contract owners.

Specific responsibilities will include but are not limited to:
Ensuring timely receipt and processing of invoices by Clinical Contracts and Outsourcing
Ensuring timely review and approval of invoices by R&D contract owners
Ensuring payments are issued in accordance with contract terms and conditions
Creating and managing an invoice dispute process
Assisting R&D contract owners with resolution of invoice disputes
Maintaining required documentation related to invoices and payments
Generating and distributing PO reports to R&D contract owners to keep them informed about external spend
Creating and distributing forecast vs. actual reports (charts and graphs) to R&D contract owners so they can visualize financial trends and patterns and more effectively manage contracts, vendor performance and external spend
Raising new POs
Amending existing POs
Reconciling and closing out POs
Assist FP&A with monthly close (accruals) and LE (forecasting) processes
Collaborating and liaising with internal stakeholders throughout the entire R&D organization and corporate support functions, including but not limited to FP&A, AP, Procurement, Legal, Clinical Operations and other Development functions; and external vendors, consultants, investigators and clinical trial sites
Other financial and administrative tasks as needed
May supervise 1 or more direct reports
Proficient knowledge of contracts, invoicing and payments
Strong customer service focus and interpersonal skills
High level of professionalism, organization and flexibility
Excellent verbal and written communication skills
Strong attention to detail and multi-tasking skills
Exceptional problem-solving abilities

Bachelor's degree required, preferably in finance/accounting
6+ years of accounting/billing/payment/contracting experience, preferably in a biopharma R&D organization
Strong proficiency in Microsoft Excel, Word and Outlook and ability to learn new software/systems (e.g., contract management systems, financial systems, etc.)
