Associate Contracts Manager(Job ID#2374593) with Security Clearance
Sayres is seeking an Associate Contracts Manager for the Corporate office located in Washington, DC. The position is located in one of the most exciting, growing and developing areas of Washington DC - just outside the Navy Yard, right next to Nationals Park. The economic development of the area provides for high quality of work/life with many vibrant restaurants and green spaces along the river. We are currently supporting operations through COVID-based telework protocols, and ongoing telework options may be discussed upon interview. The Associate Contracts Manager will report to the Vice President of Contracts and will perform the following job functions: * Develop and prepare worksheets and other artifacts to support company pricing and reporting activities.
* Manage company contracts and subcontracts administration, including the issuance of subcontracts, task orders, purchase requisitions, and modifications to same.
* Negotiate and issue contracts, Nondisclosure Agreements and Teaming Agreements with partners. * Analyze RFPs to determine proposal requirements and to assist in developing a strategy to achieve best approach to pricing as well as assist proposal and capture managers in developing the overall company response. * Tailor standard formats to meet specific solicitation requirements. * Develop and prepare contracts and subcontracts reporting information and tracking reports upon award, in compliance with the contract. * Assist with GSA Schedule requests for quotes, market research, and compliance.
* Develop relationships with Prime and Subcontract points of contact and maintain crucial communication lines for the administration of contracts. Activities: * Ensures compliance and documentation consistent with Sayres' accounting policies.
* Works closely with Finance to track and manage funding for Prime and Subcontracts.
* Organizes material according to company practices and terminology. * Prepares summaries for incorporation into proposals; provides contract administrators and proposal managers with information needed for the other parts of the cost proposal.
* Reviews inputs to ensure proposal is responsive to the RFP and conforms to our accounting policies, company policy and government regulations.
* Ensures proposal materials meet company standards and constitute a compliant package. * Performs quality assurance review to ensure that all proposal actions relative to pricing and contractual documentation are comprehensive, complete, and responsive.
* Coordinates the preparation, publication and distribution of pricing and contractual data to management and contracts administrators. * Collaborates on the determination of cost proposal policies, contract management policies, standards and procedures, and any updates to the estimating system. * Supports Contracts and Subcontracts Management reporting and activities as needed upon award.
* Supports audits and fact finding sessions. * Available to work as needed for deadline sensitive activities.
* Performs other related duties as assigned. Minimum Education, Skills and Experience: * Bachelor's Degree required. * Membership in NCMA preferred. * Knowledge of and experience with FAR and DFARS Regulations preferred. * Ability to apply contracts management concepts and training to Sayres' contracting environment.
* Advanced Excel skills.
* Effective communication skills, both oral and written. * Effective interpersonal skills with the ability to engage with all levels of employees within the organization. * Attention to detail paramount due to the nature of the work. * Proactive ability to seek and utilize resources required for tasking.
* Flexibility to work after-hours as needed.
* Ability to work in a fast-paced environment. * Long distance travel not anticipated.
* Must be able to obtain a clearance. * 4-5 years of experience in government pricing/contracting desired.
