Earned Value/Scheduling Analyst with Security Clearance

Location: Ft. Meade, MD Education Required: Bachelor's degree required, preferably in math, engineering, business, or the sciences. Skills Required: * The candidate should possess a Bachelor's degree in Finance, Mathematics, Business, or a related discipline. Minimum six (6) years of professional experience in earned value analysis. At least three (3) of the six (6) years shall be in DoD and/or IC acquisition earned value management experience. * Be proficient with Microsoft Office Suite (Excel, Word, and PowerPoint). * Experience with Earned Value Analysis Software, such as wInsight, Cobra and other Deltek software, and scheduling software. * Ability to work in fast-paced environment. * An active TS/SCI level security clearance, with CI or Full Scope Poly is required. Responsibilities: In this position the candidate shall coordinate Earned Value Management analyses, develop processes and standards for collecting, tracking, analyzing, and disseminating cost and schedule data, perform schedule risk analyses, generate comprehensive at-completion cost estimates, and prepare formal reports and briefs. * Ensure adequate processes are in place to assess contractor's EVM systems compliance so data is accurate, reliable, and timely. * Develop, implement, and utilize assessment techniques to ensure EVM-related services and work products are of good quality, timely, and responsive to program needs. * Conduct EVM training and EV analysis as required. * Report any significant EVM issues and recommend appropriate actions to resolve the issue. * Coordinate and participate in Integrated Baseline Reviews (IBRs). * Evaluate the quality of EVM data submittals and perform data analysis, trend analysis, and assist with development of government Estimates at Completion (EAC). * Develop and provide training associated with IBRs and other EVM activities. * Evaluate the quality and thoroughness of EVM data analysis and provide the evaluation to the Program Office. * Participate in EVMS Joint Surveillance Reviews (JSR); assess contractor's continued compliance with the EIA Standard 748-x for EVMS. * Conduct comprehensive Integrated Master Schedule (IMS) analysis using automated tools. * Ability to create or modify EVM Contract Data Requirements List (CDRL) items to be used in a Request for Proposal (RFP). * Review EVM requirements in support of source selection activities. * Evaluate the use of EVM tools; provide direction regarding the strategic planning and implementation of EVM systems and tools as well as innovative ways to conduct EVM and/or project control management leveraging EVM principals and concepts.
